That was the case for Universitas Indonesia (UI), one of Southeast Asia’s most prominent public universities. With over 55,900 active students, 2,450 lecturers, and 2,490 administrative staff, UI has long relied on Moodle to power its official online learning platform, EMAS (Elearning Management System). However, growing usage and academic demands highlighted the need for a major upgrade.
Universitas Indonesia (UI) turned to Moodle Certified Partner PCMan (PT Pasifik Cipta Mandiri) to modernize its infrastructure and learning environment with the transition to Moodle 4.4—delivering a more secure, scalable, and intelligent system for digital education.
The Challenge: Scaling Moodle to Meet University-Wide Demands
UI first implemented Moodle 1.9 in its Faculty of Computer Science. Over the years—particularly during the COVID-19 pandemic—EMAS evolved into a university-wide system supporting teaching, assessment, and collaboration across all faculties.
Each semester, EMAS automatically creates over 13,800 new courses, enrolling tens of thousands of students simultaneously. As its role became mission-critical, several challenges surfaced:
System performance issues during peak times, especially exam periods
Demand for secure online assessments and academic integrity tools
Infrastructure scalability limitations under heavy concurrent usage
Lack of advanced analytics to support data-driven academic decision-making
UI needed a sustainable solution that could resolve these issues while preparing for future innovations.
Recognizing the need for a more dynamic and measurable platform, Asuransi Astra decided to switch to a more modern and adaptive solution with Moodle.
The Solution: Moodle 4.4 Upgrade with PCMan's Expertise
Rather than replacing Moodle, UI chose to build on its existing system, taking advantage of Moodle’s open-source flexibility. With technical and strategic support from PCMan, UI upgraded from Moodle 3.9 to Moodle 4.4, introducing significant improvements in both architecture and features.

In partnership with UI’s Directorate of Information Systems and Technology, PCMan helped enhance server capacity and backend architecture to ensure system stability during traffic spikes—particularly during online examinations. - Secure Online Exams
EMAS now supports Safe Exam Browser (SEB) and online camera proctoring, enabling secure, monitored assessment environments. - Anti-Plagiarism Integration
Assignments are safeguarded with plagiarism detection tools to uphold academic integrity at scale. - Peer Review Tools
Select courses now offer peer assessment features, supporting collaborative evaluation and student engagement. - Learner Analytics
By implementing LearnerScript Reporting & Analytics, UI gained the ability to monitor student progress, identify learning trends, and enable data-driven improvements in academic delivery.
